The City of Antioch could see some major development on Somersville Road which could see the Somersville Towne Center Mall be demolished and replaced with 702 apartments and commercial space. Several other redevelopment and housing projects are also planned in the area in the coming years.
Somersville Town Center CIH – 702 apartments + commercial space
Redevelopment of a majority of the Somersville Towne Center shopping mall with 702 apartment units in two phases as part of the Commercial Infill Housing program. The project was submitted February 14, 2025. The intent of the proposed project is to re-envision the property as a horizontal mixed-use development. In accordance with the purpose of the CIH Overlay District, the project aims to revitalize the underutilized commercial site and increase the city’s housing supply. When the buildout is complete the approximately forty-acre site will include 702 new apartment units and 124,872+/- of commercial space.
Development is proposed to occur in two phases following demolition of most of the existing shopping mall,
- Phase One would begin at the northern part of the site and include eleven residential buildings, comprising 330 apartment units. Three-story, walk-up apartment buildings would be arrayed along Fairview Drive and Delta Fair Boulevard, with a central clubhouse facility. This residential village would be accessed via a tree lined entry driveway connecting to the existing signaled intersection at Delta Fair Boulevard across from the Kaiser medical office buildings. This landscaped, divided roadway will end at a circular roundabout providing entry the Phase One village to the north and future access to Phase Two to the south.
- Phase Two will complete the residential master plan adding 372 units in twelve buildings. The resulting design will define two distinct apartment villages, each with a unique architectural identity and community character. On-site parking will provide covered parking spaces for all of the units.. Separate clubhouses welcome residents, visitors, and prospective tenants as they turn into the properties. Within and behind the clubhouses, residents will have access to a wide variety of amenities including pools and outdoor kitchens. Along Somersville Road, retail shops will remain including the existing fitness facility.
According to the project description, the current shopping center is an isolated island within a sea of parking that ignores the surrounding conditions. The new development will bring a residential scale and enhanced landscaping to the Fairview and Delta Fair frontages. The commercial that remains will be focused along Somersville Road to continue to support the commercial corridor that is oriented perpendicular to the Highway 4 intersection. The new mix of commercial and residential will activate and revitalize a site that has recently been in decline. The proposed transition from an isolated shopping center to a horizontal mixed-use development will enrich and engage with the surrounding community while providing much needed high-quality housing. RIALTO PLACE – 130-unit single family homes
The project was submitted in June of 2024 with plans updated December 2024. This is an Albert D. Seeno Construction Co. Application for 130-unit single family project at Somersville Road at Sequoia Drive. This is an SB330 housing development project with a minimum of 20% lower-income units, including shared housing units that could be used for transitional and supportive housing. Additionally, the Project is entitled by-right to bonus units under SDBL, concessions, and waivers. SORRENTO VILLAGE
This is potentially a 95 unit development — but could increase to 129 units depending on bonus increases allowed–including 19 lower-income properties. This is located on James Donlon just off Somersville Road. This is an SB330 housing development project with a minimum of 20% lower-income units, including shared housing units that could be used for transitional and supportive housing. Buchanan Crossings Phase II CIH
This is a Ministerial Design Review application for a 100% affordable multifamily commercial infill housing development. This application is for a residential affordable multifamily development project on 6.22 acres along Buchanan Road that will include residential apartment units with associated parking, amenity areas and site landscaping as well as frontage improvements along Buchanan Road. The proposed housing development (“Project”) would involve construction of the new residential affordable multifamily community.
According to the project description, The Project will consist of six new 3-story buildings with a total of 195 total affordable residential apartments, 293 on-grade parking stalls, community amenities, site landscaping, and frontage improvements along Buchanan Road. The residential apartments in the six buildings will be single level and arranged in a “stacked flat” configuration in 3-stories. Each unit will be accessed through stairways with direct access to the parking areas.
Delta Fair Village Apartments
This project was denied by the city council in a 3-2 split vote back in 2020. By voting down the project, the council voted to continue blight indefinitely after postponing moving a project forward that would have begun redeveloping a blighted shopping center at the corner of Delta Fair Blvd and Buchanan in the City of Antioch. If approved, the property would have began being cleaned up and redeveloped into a new shopping center and apartment complex. Currently, the property is full of empty buildings, boarded up retail, garbage all over the property and many homeless frequenting the area. The project was put on hold in a 3-2 vote after Councilmembers Lamar Thorpe, Joy Motts and Monica Wilson had concerns over the property owners handling of blight and fines over the past five years. Meanwhile, Mayor Sean Wright and Councilwoman Lori Ogorchock called it an opportunity to clean up a blighted area in town and begin the redevelopment of an area desperately in need. The Delta Fair Village Multi-Family home project was a 210-apartment unit facility that would have been developed at the corner of Delta Fair and Buchanan Road with a new 4,000 square foot retail building. In total, there would be five buildings. The total size of the project was estimated of 411,511 square feet with renovation of existing 73,535 of retail space. The applicant, Chui Family LLC, proposed a residential density of 45 units per acre which is the highest allowed per the General Plan. There would be 392 parking spaces including 324 in a gated parking garage, 38 on parking garage tandem, 68 spaces outside of the building along with bicycle parking area. According to the city website, the project has been withdrawn.
